Google Disavow Tool: Find and Remove Spam Backlinks

Recently, I'm Optimizing My company's website and I find some interesting facts.

Our team doing next-level SEO on this project, But after almost 100 days we realize that we not getting a result as per our efforts.
I researched our competitors' SEO work and realize that we Were doing better work than them.
but why we do not get the best result.
I mean our Domain Authority goes low and Spam Score is going high day by day.
Suddenly, I get the point, and shows that competitors' website link building is on Very high DA, and one more thing, that our website gets backlinks from some low authority websites.
I checked our last 3 months' link building reports which our team was worked on.
and I got one sure point that our team did a link building on a minimum 50+ DA score website.
So, at that point, I'm sure that the other bad links (low authority websites) submissions are doing by someone else.
Maybe, that is our competitor or that one who not love google.
So, now the question is,
